Dr. Cuellar's research interests are related to:

1.     organizational leadership,
2.     training and evaluation of leaders,
3.     improving student achievement and closing the achievement gap
4.     immigrant topics, mainly as they relate to education and equity topics in education international educational issues
5.     investment and achievement levels in emerging countries. 

He is a regular consultant for Latin American and Caribbean countries.

1)   The best dissertation is the finished one!
2)   Use the energy of the students with a topic he or she likes.
3)   Do not force your interests and biases on the mentee.
4)   Adapt to the student working style.
5)   Begin early on a topic.
6)   Use an informal style fitting the student and change as needed.
7)   Many students working with me finish first in their cohort because we start early on topic, content and method.
8)   I do not take personal insult when the students want to change his or her mentor.

AN ALTERNATIVE BILINGUAL ACCELERATED COLLEGE

Tentative Title For This Project- “An alternative bilingual accelerated college for 1,000 students deprived of alternatives for life”

Project purpose:
Create an alternative college publicly owned and managed independently, from most of the controls imposed by the state traditional bureaucracies, managed by their own board of trustees, and are accountable to the states coordinating agency (Chancellor of Education), and local, federal and states rulings on applicable matters.

Why is this project needed?

IVC cannot satisfy the community demand for higher education, due to a supply budget model systematically reduced producing budget limitations & reduction of sate funds.  Imperial Valley is the poorest area in California, with the highest unemployment rate and no alternatives, for the families that what to educate their sons and daughters.

Why is it needed now or in the near future?

Because of the financial and California’s fiscal crisis, has affected IVC potential students, more than in other regions. Most of those potential students come from families without higher education tradition, poor Hispanics & Latinos workers, and on the present conditions they will require many more generations to fulfill their American dream.

It is urgent if we do not want to loss this and further generations, and give them opportunities on the green industries (alternative energy) and related business that we expect to have in the next 5 years. 
  
What are the benefits to your department?
This Alternative College will save money, and will retain instructors offering part time employment opportunities, because they can work for IVC and the Alternative College.

Do you believe this project to be unique or are aware of similar projects elsewhere?

This will be a novice idea for California.  In Massachusetts they have been a success.  There is one exception in California at California State University, Los Angeles, where their College of Education was granted a –charter- condition by the CSU Chancellor.

What is your best guesstimate as to the length of funding which may be needed?
2 million dollars, the first year, and  $300,000 the following 2 years.

What is a typical, true, inspirational story we might tell concerning a client who will benefit from this project?

We have dozens of those in many Hispanics that their passport for success came from IVC.
